Court Delays in Colombia

A factor to take into account, among very many others, when considering issues concerning the need to use the courts in Colombia to secure the return of children who have been abducted to that country, is the extreme delays that plague the judicial process there.

Indeed, according to the World Justice Project’s current Rule of Law Index, surveying 128 countries, Colombia ranks almost bottom, at 124th.

Likewise, the World Bank Group has determined that it takes an average of 1,288 days to enforce a contract in Colombia, as compared to 590 days in OECD countries, with an average legal fee and expense cost of 45.8% of the claim value in Colombia as compared to 21.5% in OECD countries.
